According to the Pradeshiya Sabha (Amendment) Act No. 15 of 1987, the primary functions of a Pradeshiya Sabha are centered around the main areas of protecting public health, providing public utility services, developing and maintaining public roads and infrastructure facilities, and managing, controlling, streamlining, and regulating all matters related to the protection and promotion of all facilities, including public entertainment and welfare. Accordingly, a Pradeshiya Sabha is an institution that directly affects the daily affairs of the people; it directly and indirectly affects all areas of their economy, social, cultural, educational, etc.; it is an institution that provides public services, performs administrative and regulatory functions, and guides the general development process by ensuring and improving the quality of life of the people.

As such, we fulfill the tasks and responsibilities assigned to us as a Pradeshiya Sabha or Council for the benefit of all communities, including children, youth and the elderly, as well as the disabled/special needs community, within the area of Council. Further, we act based on the State policy of 'A Thriving Nation – A Beautiful Life' through Rural Renaissance, which aims to build an economically, socially, culturally and environmentally sustainable lifestyle within the Council.

The Kelaniya Pradeshiya Sabha area, located on the main access road to Colombo, is a rapidly urbanizing area with a concentration of commercial, industrial, educational and residential activities. Taking into account these unique opportunities, our aim is to build an independent Kelaniya that is economically strong, politically and culturally vibrant, socially just and compassionate, and environmentally friendly.

We work to build a clean political culture, maintain a transparent and accountable, efficient and participatory governance, provide good services, further enhance public trust, and increase assessment and other tax revenues.

Likewise, our aim is to develop the properties owned by the council that have income generating potential under short, medium and long-term projects on a comprehensive plan and identify new income generating avenues, thereby increasing the council's income and fulfilling public services and development tasks. We will work to develop the pre-schools and libraries owned by the council physically and qualitatively and to systematically develop the council's public buildings including playgrounds, children's parks, function halls, roads and drainage systems.

Plans have been made to implement vocational and language education, as well as cultural programs including literature, arts and other cultural programs, focusing on schools, youth and the elderly community, special programs for the economic and social empowerment of specific target communities including low-income communities, special projects and programs for empowering self-employed communities, promoting sports and public welfare activities.

We, as a Sabha, are aimed to provide maximum contribution within the legal framework for the development of sub-cities in our area, focusing on Kiribathgoda, Kelaniya and Hunupitiya, especially in line with the Urban Development Authority (UDA) Development Plans for Kelaniya.

We, who act with the deep understanding that the services and tasks entrusted to our Sabha are performed with the public's own tax money, are obligated to do everything with the responsibility and transparency of financial control, as well as to uphold the political trust that the people have placed in us, and to do everything fairly and justly, with financial management and accountability.

We sincerely intend that you will fulfil your responsibility as citizens by providing active and positive participation in this! We appeal to you to unite around the common goal of making the Kelaniya Pradeshiya Sabha an exemplary local government institution in the country!
